An American Perspective on Australia’s Green Paper on Higher Education**This is a revised version of a paper read to the Canberra Branch of The Economic Society of Australia on 20 April 1988. I wish to acknowledge the award of a Fulbright Short-Term Senior Scholar Award from the Australian-American Educational Foundation which enabled me to visit Australia, the warm hospitality provided by the Department of Industrial Relations at the University of Sydney during my visit, the kindness of the Canberra Branch of The Economic Society which invited me to present an earlier version of this paper, and the generosity of many individuals who helped me gain a better understanding of Australia’s system of higher and tertiary education.
